The California Student Aid Commission (CSAC) is seeking a Communications and Marketing Manager. In this role, you will perform complex assignments involving the evaluation, planning and implementation of CSAC’s communications strategy and coordinating cross-departmentally through the workload of the Communications and Marketing Team.

Working Conditions
- Exposure to computer screens and other basic office equipment.
- Work in a climate-controlled office environment, open office space with artificial lighting.
- Attend meetings in designated conference rooms and be willing to travel to off-site locations.
- Overnight travel may be required; with reimbursement that considers the employee's designated Headquarters location, primary residence, CalHR regulations, or applicable bargaining unit contract provisions.
- Public speaking is required.
- Current residency in the State of California is required. This position's location is designated in Rancho Cordova, California and may be eligible for hybrid teleworking. The amount of telework is at the discretion of the Department and based on CSAC's current telework policy. While CSAC supports telework, regular in-person attendance will be required at CSAC's Rancho Cordova location based on operational needs. Teleworking from outside the State of California is strictly prohibited.
Special Requirements
Candidates are required to submit a Statement of Qualifications (SOQ). The SOQ is a narrative discussion of how the candidates' education, training, experience, and skills qualify them for the position. The SOQ serves as documentation of each candidate's ability to present information clearly and concisely in writing. Résumés and/or cover letters do not take the place of the SOQ.
Applications received without a Statement of Qualifications following these instructions will be rejected and disqualified from the hiring process. The SOQ must be typed and not exceed two (2) pages in length, clearly titled "Statement of Qualifications". Responses must answer the following:

Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- Communications experience with national and local media including:
- Key news outlets
- editors
- editorial boards and reporters
- Ability to manage public information and media relations issues that impact key target audiences such as:
- Constituents
- State taxpayers
- Higher education entities
- General public
- Have served as a designated liaison and have strong writing and public speaking skills
- Experience with digital and social media
- Ability to provide leadership and strategic direction to staff.
- Can define job duties, establish expectations, and review work products.
- Strong understanding of the higher education landscape, financial aid programs, and relevant stakeholder organizations.
